In testimony before the House Energy and Commerce Subcommittee, Newt rails against the “global warming,” massive tax increase bill, dubbed “cap and trade”. His testimony follows on the heels of that by former Vice President Al Gore.
Newt: “I did begin reading the draft bill, but to be candid, I stopped around page [233] when it described the Secretary of Energy as a ‘Jacuzzi Czar,’ under the title ‘Portable Electric Spa.’ At that point, I decided I had the gist of the bill…”

(At 6:00) Newt: “On page 362 in this bill, you, in effect, mandate an 83% reduction in carbon by 2050. Now, that’s exactly like telling the ocean to quit moving.”
“…On two plus two equals four, I just want to put in the record a quote from George Wiegel and a quote from Orwell’s 1984. Both of which point out that the state can tell you: ‘two plus two equals five,’ but it isn’t true.
…”Congressman John Dingell captured the two plus two equals four exactly right when he said earlier today: ‘The bill is a big tax increase.’

Newt to Congressman Dingell on having incentive based rewards in the bill, rather than a philosophy of punishing Americans (which was heard earlier):
